On Friday, Richmond authorities arrested a Kentucky couple who allegedly imprisoned their 18-year-old daughter in the basement. The teenage female, who is allegedly suffering from fetal alcohol syndrome, was found by the lawmen trapped inside an improvised cage.

This Friday, prompted by an early 911 call, several police officers went to the home of Tito and Shannon Felix to conduct a welfare check.
According to the police report, all appeared in order except for a foul stench that appeared to have originated from the basement. Upon descending into the room, the authorities found an 18-year-old girl trapped in a home-made iron cage.
Moreover, a Richmond Police Department spokesperson declared that the teenage girl was standing in proximity to children’s portable toilet, overflowing with urine and fecal matter.
When the authorities inquired about the locked teenager, Shannon explained that her daughter had been diagnosed with fetal alcohol syndrome and that her being locked inside the cage helps them sleep.
Moreover, the woman declared that, due to her condition, the child is hyperactive active, especially during the night. Thus, in the mother’s own words, the cage helps them get a good night’s sleep.
The lawmen were not impressed by the couple’s explanation. And so, the two were taken into custody and charged with one count of abuse and unlawful imprisonment.
Conclusion
The victim was later taken to the hospital to be assessed by the doctors. Based on her medical records, the teenager has severe developmental and intellectual problems. The doctors explained that the condition usually occurs when the mother consumes copious amounts of alcohol during pregnancy.
After being taken into custody, the Kentucky couple refused to speak without an attorney.
